That's Vincent. Tim was basically in shock that Vincent was chosen to stay instead of Alison. He thought that while the fit may have been problematic, and he didn't like the way she made up or the bow in her hair, that the outfit itself was well done and she made creative use of materials.

He hated Vincent's outfit and it becomes clearer and clearer through the podcast that Tim just can't relate to Vincent's sensibility at all. I wish I could remember specific comments--the word preposterous comes up a lot--but what becomes clear is that Tim just doesn't have much patience or appreciation for Vincent in general. I can't say that I disagree.
